Professor Manuel Cabugeira is a Board Member at ANACOM, the Portuguese regulatory authority for postal, communications, and electronic communications services, a position held since May 2023. With over two decades of experience in economic policy, regulation, and competition, Professor Cabugeira brings deep expertise in public governance and market oversight.

Prior to joining ANACOM, Cabugeira served as a senior consultant at PLANAPP, the Competence Centre for Planning, Policy and Foresight in Public Administration, where he led the implementation of the Portuguese Technical Unit for Legislative Impact Assessment. From 2004 to 2016, he held several senior roles at the Portuguese Competition Authority, including Deputy Director of the Restrictive Practices Department.

Professor Cabugeira has also been active in national and international regulatory and policy forums, serving as a Bureau member of the OECD Network of Economic Regulators (NER-RPC) and chairing the Better Regulation Working Party during the Portuguese Presidency of the Council of the European Union.

In academia, Cabugeira is an Associate Professor at Lusófona University and has lectured at institutions including NOVA IMS and the University of Lisbon. A published researcher in regulatory economics, impact assessment, and game theory, he holds a PhD in Economics and a Master’s in Industrial Strategy from ISEG – University of Lisbon.
