Johanna Karvonen

Johanna Karvonen is a Senior Specialist in Critical Infrastructure Protection at Laurea University of Applied Sciences, where she leads European research and innovation initiatives focused on the resilience and security of critical infrastructure. She is the Project Coordinator of VIGIMARE, a Horizon Europe project on the surveillance and protection of critical submarine infrastructure, and Coordinator of NEPTUNE, a new Horizon Europe project developing a European Strategic Research and Innovation Agenda for submarine cable infrastructure.

Through VIGIMARE and NEPTUNE, Johanna focuses on the growing security and resilience challenges facing Europe’s submarine cable infrastructure, at the intersection of digital connectivity, maritime security, geopolitical risk and strategic autonomy. NEPTUNE brings together research, industry, infrastructure operators and public authorities to identify the technologies, capabilities, investment priorities and governance approaches needed to strengthen Europe’s submarine cable resilience over the coming decades.

With more than 15 years of experience in European research and collaboration, Johanna works at the interface of policy, security, industry and innovation. Her expertise includes critical infrastructure resilience, hybrid threats, maritime security and cross-sector cooperation, with a particular focus on translating emerging security challenges into practical European research and innovation priorities.
